Um.. from you connection there is realy no way to tell, you can either call them or look on their website for the info. Depending on how well they document things it may be easier to get the info by calling.
You should be able to route mail through your ISP smtp gateway.
You can do this however depending on the reasons you are trying to setup a mail server, the amound and type of mail you are planning on forwarding through your ISP's mail servers, may get flagged as spam, or at least set off their alarms. If their abuse department determins the mail to be spam (or unsolicited bulk email) you will more than likely get disabled. This is just a worse case scenario, as I used to work in an Abuse department and I hade no problems disabling people for SPAM
