drill.hackerslab.org is a server set up for the sole use of hackerslab users to tinker with.
So far its the best one on the web i have found for this sort of thing.
telnet to it and give it a go.

happyhacker.org has a few to list, they arent bad.... its actualy a good site for beginners, and the wargames arent too difficult.
